Mandate Overview

The mandate

Mexico operates the longest-running mandatory e-invoicing regime in the world, managed by the Servicio de Administración Tributaria (SAT). The Comprobante Fiscal Digital por Internet (CFDI) has been mandatory for all VAT-registered businesses since April 1, 2014, with version 4.0 in force since July 1, 2023. Mexico's 2026 tax reform tightens authenticity rules and adds criminal sanctions for invoices not reflecting real transactions, and a new SAT Hydrocarbons supplement becomes mandatory for the energy sector in March 2026.

When does CFDI apply to my company?

All VAT-registered businesses in Mexico must issue CFDI 4.0 for every B2B and B2C transaction. The mandate has been in force since April 2014 and was upgraded to version 4.0 in July 2023.

What is a PAC and do I need one?

A Proveedor Autorizado de Certificación is a SAT-authorized certification provider that stamps every CFDI before it has legal validity. Every CFDI must pass through a PAC.
