The mandate

New Zealand operates a voluntary Peppol-based e-invoicing framework jointly governed with Australia through the trans-Tasman Peppol arrangement. The Inland Revenue Department (IRD) and the Ministry of Business, Innovation and Employment (MBIE) co-administer the New Zealand Peppol Authority. Since March 31, 2022, all central government agencies must be able to receive Peppol e-invoices, and agencies are required to pay Peppol invoices under NZD 1 million within ten business days. B2B adoption remains voluntary, and there is no announced mandate for issuance.
