The mandate

Russia operates one of the most extensive e-invoicing regimes in the world, anchored by the Universal Transfer Document (UPD) and the Federal Tax Service (FNS) electronic exchange infrastructure. UPD has been a recognized e-document since May 23, 2012 and is mandatory for traceable goods, marked products, and government-contracted supply since 2021. The FNS network of accredited Electronic Document Management (EDM) operators handles structured exchange between taxpayers, with full post-audit visibility for the tax authority.
